This pond resides on the northwest side of the White Lick Trail just above the US 40 underpass. It has different looks throughout the year including the bizarre scum-covered lime green film. In the Winter image one can see a small building just behind the pond. I had not noticed that before. This could become a great scene for a B-horror movie. Just one big name to draw in the crowd and then some chainsaws, hidden passageways, maybe a 30-foot alligator plus some hoot owls for spooky night sounds.
Watching the black-and-white horror movies on Saturday nights as a kid has apparently had some impact.

The green stuff can be caused by fertiliser run-off from farmers’ fields but obviously, it depends where the pond is.

The parks commission said it is a seasonal algae growth. But I have seen the kinds of issues you mention too.
